How to Make a Clean & Empty Neighborhood
This will be the first of many questions I'll post here since getting the sims 3 a few days ago. I'm used to sims 2 style of gameplay with a lot of things, but the current and major hurdle I want to get over first is how do I clear out all of the neighborhoods that came with the expansion packs/from the store? I want to put in lots I'm gonna download and sims I'll make myself instead of having the vanilla sims and lots. I've noticed there's a few empty neighborhood that people created in the Download section here (i.e.; Lea.Sikora, Flabaliki, Winterhart, and and a Pleasantview recreation hood by Elias943 that I'm eager to try out) but are they safe to put in my game? I know I'll need ellacharmed's world fixes but I have yet to figure out how to do that.I have yet to install NRaas mods since I'm still getting used to the vanilla controls first with 2 dummy save files, but I hear Total Annihilation will work in making a neighborhood completely empty of sims and NPCs. I also want to get rid of the sims in the sim bin/Move In Household section too since I'll never play them. How do I go about clearing out each and every neighborhood I want to use so that I can put them back in and start over fresh if I want to?

I'm back with a small update: looking at the official sims forum and I came across an empty Sunset Valley by a creator called sookielee over at the Exchange, and she's done other worlds for expansion packs I want too. But my question is this; is it safe to download worlds over the Exchange? I've heard some things about a doll(?) attaching itself to downloads and ruining people's saves . If it's safer for me to do this myself then I'll definitely try, I just wanted to make sure first.

That does depend on the creator, although I knew a Sookielee on another forum and this appears to be the same one. If I'm right, she is very good about making sure that she's not including unwanted CC, and will tell you if there was any that was included.
You can always use CUSTARD (http://www.modthesims.info/download...ghlight=CUSTARD) to check a downloaded Sims3pack. If it has anything in it that would not seem to belong in it, you can remove the individual item, resave the pack, and then install it without the items in question. (And then test the new content in a test game if you are being extraparanoid careful.)
For things other than worlds, counters, or some patterns, you can use the multi-extractor to convert them to package files and use them from a Mods folder, although that does turn them into a different item that just looks and acts the same. Multi-Extractor The side benefit to that would be the ease of removing things. The drawback is that anything that relies on it won't work with your extracted version, and some things (worlds, counters, and some patterns) tend to break.
The Exchange does have some really nice stuff. It also has some really bad stuff. Definitely do read comments from people who downloaded things, look at whether or not the creator seems willing to try to fix problems, (and whether or not the creator has even been on the site in the past 6 months) and use your judgement. The burden of quality control in what you download from the Exchange is squarely on your shoulders. But I believe Sookielee to be a reliable creator.

Thank you for this information @Ghost sdoj! I already have the Multi-Extractor downloaded, I think I have CUSTARD as well, but so far my launcher isn't giving me problems *knocks on wood* . I'll hopefully tackle all of this when I get the next pack on my list, either the Expansion Bundle or Seasons. I'll come back to this thread periodically with updates.
EDIT: I've noticed that these empty 'hoods people done that I mentioned are save files instead of world files and I'm not sure how I'll be able to apply ellacharmed's fixes to these worlds (the difference between resources and fixed applied still confuse me). I did read a thread of how to turn a save file into a world file with CAW, but it's experimental at best.
