The app is saying "Unable to Download File"

I have the Sims 2 Ultimate if that helps

Photo Editor? if you mean Photo Studio then it is probably trying to download the Photo Studio templates because it can't find them but the site it would normally get them from is gone. You can find a link to them from this thread http://www.modthesims.info/showthread.php?t=630456. I'm not sure if there's any instruction with the download but the files need to be put into SimPe's Data folder.

I've heard of Photo Studio, but don't think I've ever used it. It's possible to recolor pictures like any other object via the Object Workshop, by choosing the mesh you want to recolor and then selecting "recolor" from the dropdown list (instead of "clone"). You don't get the advantage of a template, but you can extract the texture and paste the picture where it's supposed to go with a photo editing program (Photoshop, Gimp, or similar). It's also possible to make a form of templates that make it easier to recolor this way. If you also extract the UVmap, it's even easier to see where the picture is supposed to go. Perhaps a bit more work, but it's not any harder than recoloring other objects.
